Will an AMD 1090T bottleneck a GTX 970

It does in some poorly optimized open world games (looking at you, watch dogs).

 

I remember W_D having huge lag spikes because it was loading in data during gameplay.

Honestly, W_D should never be used in a comparison of performance, it's just so awfully optimized. Same with GTA 4.

Unless you are going to verify that the H81/B85 motherboard is revised to support Haswell Refresh CPUs, it would be pretty freakin' irresponsible to recommend someone buy a 4460 with an 8-Series motherboard.

 

If you are going to ask why again... Haswell Refresh CPUs are not 100% guaranteed to work out of the box with 8-series motherboards.  ... and no you cannot update the bios without a working CPU.

The risk of getting a board with a bios that doesn't work with the 4460
