CPU gets locked at 800MHz?

When using Sony Vegas pro 13, cpu goes at 4.0-4.1 GHz and when I leave it, it goes down and locks at 800MHz while the video render is at 80%. Temps go max to 71C when it's at 4GHz - no trottle.

What can i do to re-activate the 4GHz without restarting my pc. I turned all power saving options off.

Get throttle stop, it can stop all kinds of throttling except thermal ones, look it up, you could even lock your cpu into full turbo boost, its probably got something to do with clock modulation which stops your cpu for like a millisecond, kind of how the pentuim 4 thermal throttled
