GTA V Rockstar Update Service is unavailble

i try to start gta v but i cant start the game it gives me: error:

 

 the rockstar update service is unavailable (code 12)

please try again latar or check the gta online status page

for maintenance and outage notifications

i dont know what to do anymore as ive done almost everything even reseting my router

 

 

 

ive included a dxdiag if that helps
