When is it the best time of the year to buy computer parts?

And is this upcoming lineup of CPUs and GPUs going to be good to get? I want to know because I'm planning to build a $1500 rig soon but I since it has been about a while since the last lineups, I'm also wondering if I should wait for the next lineup.

You will probably be able to get black Friday/cyber Monday deals and could save some money or get better parts.

Usually by October most stuff is already released. December is also a good time, with black Friday and season rebates.
