i7 4790k capped at .80ghz on task manager

is this normal for windows 8? and does it only ever show .80ghz?

 

i've noticed that even when im gaming it's still maxed out at .80ghz and it always goes to 90-100% cpu usage

It underclocks itself when it is on idle and dont require much power. It is normal.

If it is on 0.80 GHz while gaming set your Power options to Balanced or Performance! In Control Panel.

Check your BIOS to see if there's any funny business, also check it while you're gaming.

Weird. I don't think theres anything wrong with your CPU, but it seems Win8 is of course beeing a bitch.

Use CPU-Z/HWMonitor/MSI Afterburner and have a look there if it also reports such a low speed.

I heard cases where task manager sometimes doesn't show the correct speeds, get CPU-Z and check the core speed there.

Did you notice your Frame Rate being lower than average?

if it's on power saver in power settings then set it to balanced or high performance, i know on my haswell laptop that on power saver the cpu is capped at 800mhz regardless of load

use another piece of software like HWmonitor, aida64, CPUz, etc...

Use CPUz or Aida64 to check the actual speeds.
Also, check in the power settings in control panel and see if it's on "Balanced" or "Power saving".
Make sure it's set to high performance. 

EDIT: Don't trust task manger though... Mine is at 4.5 and it literally shows me 5Ghz, 4.5Ghz, and 4Ghz. All on the same screen.

If we believe Task manager, with a build of Windows 10, I have 64 cores and 8 logical processors. With 0 sockets and a speed of an awesome 16gbz
