Lagging on a newly built PC

I am wondering why my FPS is low while playing Mafia II on my new PC, it lags like hell on it even though I did this tweak to the game like removing the Effects in the APEX folder.

It even lags on the lowest settings with a resolution of 1920x1080.

 

My system specs are:

i7-4790K
MSI G55-SLI

Crucial Ballistix TT 2x4GB DDR3 @ 1866 9-9-9-24

Zotac GTX 970 (non AMP!)

Crucial MX100 128GB
Western Digital Caviar Blue 1TB 
Seasonic M12II EVO 620W

 

Please help me as this game is really good. .

What speed is your RAM running at in your Bios?

 

Also did you install all the drivers, especially the video driver?

It's at 1866 MHz, all the drivers are installed. .

While it is preferable to run your RAM at rated speeds by setting it correctly in the BIOS, it's not going to have this drastic an effect running BIOS default.

What really needs known are two things:
1. Is this consistent with other games of similar fidelity?

2. Are your OS and drivers U2D for both the motherboard and graphics card?

Oh yes, Watch Dogs run at a constant 60 fps with everything maxed. . Another reason why I am baffled by this game. .

It must just be the game itself then. Your best bet would probably be to try re-installing the game.

At this point I would like to know if you have Mafia II installed via Steam. If you do I would recommend running verify integrity of game cache.

Oh! Another thing to check would be whether or not you have PhysX processing assigned to the GPU. If it's assigned to the CPU, it can easily cause these lag issues. So it's best assigned to the GPU which has a dedicated PhysX chip processing it on the graphics card.

1. No since Watch Dogs and Ghost Recon: Future Soldier run fine on my system at max settings. .

2. Yes, everything is updated. .

I dont know why but it actually lags more if I set it on the GPU. .

At this point I would like to know if you can tell me general GPU and CPU utilization (% usage) and thermals (degrees Celsius) while running the internal benchmark.
EDIT: Ideally per core utilization.

You don't want to get directly into reinstalling the GPU drivers if it's not needed. I'm sure OP installed them fine, and uninstalling them and reinstalling should be a last resort rather than suggesting it right away, because there are many options to explore before doing that. Like simply re-installing the game, rather than the drivers.

Downloading programs from CNet is not a good idea, as they will commonly include unwanted, and sometimes dangerous bloatware... The more you know.
