SOLVED IT! Android can NOT connect to an ad hoc network. 

I just bought the TP-Link WDN-4800 wifi pcie card. i tried setting up an ad hoc network but my phone wont recognize the network. any suggestions? i have the galaxy note 2. i AM hooked up to a wired connection on my pc and am in no way connected to a wifi port

But, it can.

What are you trying to do exactly? If it's that you have an Internet connection on your computer, and want to share that connection to your phone then you can use for example Connectify and I am 99% sure Windows can do it without any third party software as well (but I am not 100% sure how to do it in Windows).

well the problem was that i couldnt connect DIRECTLY though windows ad hoc network. i set up connectify last night and it works great!
