They could have a system where PS3 owners varify there games on the PS3 network and so it logs that the user has that game / disc and records a serial number or something (disc detection) and then when the same user puts the disc into a PS4 and logs onto the Playstation network and it reconises the same disc for that user, only then it will run on the PS4 and install cookies on the hard drive of the PS4 so it knows in the future when the user inserts the disc it works and if it needs to download a digital version for the PS4 and store the new game on the PS4 it does so.

 

That would be a good way to do it and secure and safe and fare.
