What is the best way to divide speed equally on a network?

So my school is hosting a LAN, the network has 150MB down without load, but the speed has to be divided equally so that nobody can just hog all the bandwidth..

 

Don't know how many people, can be anywhere from 50 to 150.

 

What would be the best way of doing this?

 

I think we are using cisco switches, don't know if we get a server or anything.

 

Currently there are many AP's spread around the school that we won't use. We are thinking wired connection for everything.

You could set up a server running pfSense to handle QoS. There is a nice video here with some specifics about which rules he used: http://elgwhoppo.com/2013/09/04/pfsense-lan-party-qos-1-3-individually-limited-tcp-streams/

There are some interesting comments in that post as well.

 

If possible you should also get a steam cache on site so when people download games, they do it from that local steam cache, instead of hogging bandwith.
