Short answer, no. Long answer, you can probably get away with a fanless cooler if you get a really beafy one.

you could passively cool them if you clocked them low enough but I believe there is a limit of how low the clock will go

No, even at the lowest confines of a given CPU and motherboard (I used a G3258 and a Z97 PC Mate, I was only able to drop it down to 700MHz and .9V. Surely not enough to where it will be usable without a cooler for extended periods of time.

Yes and no. At the point where you don't need an active or large passive cooler it would be sooooo slow you'd be better off getting a cpu meant for low power usage.

No.. They're designed with too many high-power circuits too close together to be able to passively disperse heat without any sort of heatsink. You can undervolt/underclock to a point where you can run one fanless on a small heatsink, but not heatsinkless.

If you wanted, you could get a xeon E5520 and just not put a heatsink on it. I played through Portal 2 on max settings with one like that, so I know its possible. You wouldn't even need to underclock/volt.

I tried with a P4. Didn't go well.

 

I run my Raspberry Pi @ 1.3GHz with a few copper coins stacked on top of the PoP.

 

My 4690K could run heatsink-less in S3 mode... does that count?
