Of course, if you are going to buy a k series cpu overclock it. I would ask the client. Maybe charge a couple extra dollars?

I would, probably not too insane but yes. Overclock it! especially because the client asked for it to be overclocked.

This is a bit irrelevant but why does it only have 4GB of ram with a 4690K and gtx 770?

Free Performance

Why not?

If we are giving build advice, I would say don't get a gaming board. The maximus vii hero offers little to no difference compared to something like a z97a

Bump up that ram to 8GB

And also add an ssd if you can. You can get windows for cheap on something like g2a to compensate.

If it's for a client, then ask them and warn them.

Make them sign a piece of paper that says 'you agreed to OC, and I can't be held responsible if anything happens to your system.'

This. There is always a risk when you OC, no matter how small and uncommon it may be you don't want to end up responsible.

Remember this is not your hardware, it is the clients. If they agree to it then go ahead but don't go too crazy.

Interesting choice of hardware I must say. Only a single 4GB stick of RAM and an outdated EOL enterprise hard drive.

I would ask the client if he wants it, for getting some extra CPU performance, and charge a few more bucks if you want for it!

Now, for the overclock, get something conservative. 4.2GHz should be just fine with the Hyper 212 and an average chip.

Tell me what you think please.

do a low overclock of 20% with a bit more voltage then it needs to run at that speed to factor in a bit of cpu degradation.
