It does that if it's not under full load.

It's so it's not running at full speed wasting power for no reason and creating unnecessary heat. :P

Its normal. It does that to reduce power consumption and to reduce heat output

You can also tune it yourself if you like if your under W7

 

Using POWER settings in Control Panel, then click High Performance, and then change plan settings>advanced settings.

Find Your Processor Power Management

Minimum Processor State is a Percentage (Higher you go, the higher your IDLE clocks will be)

So if you don't like it @ 1.4-1.6Ghz on idle, you can raise it up to 2.0Ghz or more if you like...

Maximum Processor State should be left at 100% unless you want to FORCE a lower clock under load.

 

With CPUZ open, you can play around with MINs and see it go up and down in real time. (Again, W7 only I think W8/8.1 does High performance tuning automatically)

You should be on High Performance power profiles anyway regardless of OS.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz
