Why would the speed need limiting and also I don't have anything that can limit the speed, at the moment I don't have a variable fan control.

Cause fans are generally noisy when maxed out.

Just don't understand why Amazon shipped it from Spain when I ordered from German/Austria. Could've just shipped it from France or Italy....

They're barely audible. The noisiest fan is the Corsair SF120 being used as an exhaust fan

Thats part of why I have ac now. 100+ outside and an amd space heater in my room. Its fantastic in the winter though.

No. I mean a lower, a lower parts kit, an upper, trigger, bolt, bolt carrier, buffer assembly. No barrel or furniture. I can't buy just a lower where I live.

Barrel, gas block, charging handle, gas tube, and furniture are about all the more you need. :)
