Internet help and Is my speed okay?

Weird...

Usually it is that the bandwidth gets used up by another machine on your network...

Do you have any smart TVs connected to the internet?

 

If not then it might just be the area you live in, someone using bandwidth on the same ISP.

Also my internet shuts off... like literally I just got it back

My isp say that "Your ip address seems to be unknown" (when it was completely working a few seconds ago)

Have you told them about these problems? If they cant fix it that means they have crap customer support and you should change ISPs.

The lady over the phone told me that. Obviously knew nothing about computers and should probably quit her job because i'm looking at my ip right now...
