From what I understand, they allow you to run Windows 7/8 directly off a USB 3.0 flash drive. 

 

 

 

I'm guessing it's a support bracket for keeping heavy graphics cards from moving when the motherboard is lying on a box or some other makeshift test bench.

So it might be possible that if you don't have a internal hard drive you can use a external hard drive as your boot drive so you can use it right away even though you don't have a internal hdd. :)
