What Cooling Do I Need For Over Clocking This System?

You don't need to water cool, but it would be helpful.

The real question is, how far are you pushing the overclock?

The issue that it says you have just requires you to Flash the BIOS

Don't get the 4960x would be my first tip. Unneccesary as hell, even at that kind of a budget. Get a 4930K, it's the same chip with 0,1 GHz less - If you overclock anyway it doesn't matter at all.

The problem you have is that the MB you chose is an x79 platform, it might need a BIOS update to work with the 4930K/4960X. You can get a newer x79 mobo if you want 100% compatibility.

Coolingwise I would go for the swiftech H320 http://pcpartpicker.com/part/swiftech-cpu-cooler-h320. It is a 360rad an you can upgrade it later (standard connections).
