Games, programs or workloads that it will be used for:  Neverwinter, Destiny 2, light gaming

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): My buddy can get a 980 for free from someone, so he doesn't need a graphics card. He doesn't need peripherals. He may need Windows. 1080p @ 60fps would be best

I'd recommend a Ryzen 5 3600 and a B450 motherboard. The stock cooler will be good enough, and may lend to some light overclocking. 16GB of 3200MHz RAM, a simple case, a 550W PSU, and that'll last a while.
