None have been advertised. You can always just spraypaint the shroud and backplate of the card of your choice if you really want to. (they are easy enough to disassemble this generation)

Does anyone know if a company is releasing a completely white 3080 like ASUS' white 2080 ti? Or if it possible to buy a custom casing that would replace the black?

gigabyte will probably launc their gaming oc white some day. unsure when really.

Motherboard tier list. Tier A for overclocking 5950x. Tier B for overclocking 5900x, Tier C for overclocking 5800X. Tier D for overclocking 5600X. Tier F for 4/6 core Cpus at stock. Tier E avoid.

(Also case airflow matter or if you are using Downcraft air cooler)

Gpu tier list. Rtx 3000 and RX 6000 not included since not so many reviews. Tier S for Water cooling. Tier A and B for overcloking. Tier C stock and Tier D avoid.

( You can overclock Tier C just fine, but it can get very loud, that is why it is not recommended for overclocking, same with tier D)

A white NZXT Kraken G12 conversion might work as well. Reading that the RTX 3080 GPU hole pattern is 56mm apart, which should fit the "N" brackets NZXT provides with the G12. NZXT themselves are still testing RTX 30-series, so I don't yet know which 30-series PCBs it will or wont fit.
