How can I output to 480i using a generic VGA card?

So I've found this old USB2 to VGA card and I'm trying to output from VGA to Component to my consumer CRT, but I need to set the output to 480i. I can do it with my Nvidia card via the Nvidia control panel, but I can't seem to find out how to do this with my Diamond Multimedia BVU195, even after installing the displaylink driver. The lowest I can go is 480p. Any ticks or 3rd party software I can use?
