RTX 3080 performing as poor as my old GTX 1070 Ti

ok, lets get things in order

issues:

1) SOTR CPU limited (solved, it's really cpu limited, based on game benchmark's info, and the fps is about what i'd expect)

2) GPU not utilising 100% 

3) GPU running hot when it's above 90% usage

 

solution:

1) new cpu to raise FPS, new monitor to utilise gpu more, but will get lower avg fps if you also face gpu bound

2) run unigine heaven, you'll be able to stress test the gpu to make sure it's not a faulty unit

3) side panel test, if it worked then 

3a) change casing

3b) reconfigure current setup to fully utilise what you currently have

 

did i miss anything?

4.3GHz, given that usage, and i7-8700's boost profile, 3 ~ 4 cores are active at a time.

 

What computer case is that?

Does it have a solid glass panel at the front or something?

 

80*C within reasonable GPU temperature range.

so basically a very restrictive front panel + your CPU radiator pre-heating the air

explains why your GPU temps are high

 

remove the side panel while computer is running, you'll probably see ~10-15c drop

not really, especially if it's not running full tilt

for a card of that caliber, i accept below 75c, or even 70c when running full tilt in a well ventilated case

but when playing wow, in exactly the same setup I got around 50 - 60 °C on my GTX 1070 Ti

You're also looking at almost double the TDP.

 

Edit: was beat to it. The 3000s have the larger cooler because they make so much more heat. It doesn't make them run "cooler" it just helps get rid of the heat quicker. In a case like that, it makes sense for it to be warmer.

Can't be sure if this is exactly the case, but I personally moved away from full-front closed case and found my GPU temperatures improved significantly.

 

Went from an S340 to a Corsair 275R Airflow and couldn't be happier.

Makes perfect sense to me. But 80+ °C is too much for a game like Wow classic, I feel like.

Have you tried firestrike and other types of GPU only benchmarks?

your case's front panel doesnt allow a lot of air flow in + the little airflow is pre-heated by the CPU's radiator

so yes it's not too abnormal to see these temps under these circumstances, but it's not how a good computer should be configured

WoW generally isn't a very good GPU benchmarking tool. Inconsistent results depending on how many other players are on screen, and what are they doing.

 

It will bring any GPU to a halt, depending on scenario. 50-60fps is still common in some places even with monster hardware.

what are you talking about? do you CAP your fps in wow classic? if not then of course the gpu will give you 500000 fps and also get warm. cap the fps and you wont get 80 degrees. just because you play a shitty looking game it doesnt mean the gpu doesnt get hot or get used.

You noticed a significant temp change eh?

I'm still rocking a S340 Elite for one of my secondary systems -- it's almost due for an overhaul.

275R Airlfow is a pretty nice case (built a Ryzen 3600 system for my cousin using that case last year)
