Monitor won’t load Windows

So basically I was trying to help my friend with a weird game thing by setting a custom display resolution in AMD Radeon Software. When he hit save, it turned off his monitor (like usual), but it never turned back on. We’ve tried unplugging everything, restarting the monitor and pc and such. The monitor works fine in bios, so we loaded into safe mode. I told him to delete the entire program (Radeon Software), which uninstalled fine. However, after restarting the PC the monitor still won’t display the OS. I don’t know if I’ve done something terrible or if it’s an easy fix, but at this point I just need answers if anyone has any. I’m open to any ideas because currently he is unable to play any games and it's entirely my fault. Thanks! 

 

EDIT: Got it working! In case this happens to anyone else, here's what I did:
1. Booted into Safe Mode from BIOS
2. Uninstalled graphics driver from Device Manager
3. Restarted and it works!
