Low fps in Destiny 2 with 5700xt at 1080p

For some reason when I play destiny 2 on my 5700xt I get 60-80 fps on medium high settings. I don't think its my cpu since I have a 3600 and 16 gb of ram at 3200 mhz. I have tried both Adrenalin 20.9.1 and 20.4.1 and both are equally bad. I also tried turning my pci from auto to gen 3 in the bios and I tried to turn off free sync. I don't know what else to do. Is it a problem with the drivers, should I change settings in the Adrenalin software? I'll take any suggestions.

They have been fine, the Graphics card and cpu are good in other games.

First off, don't leave it at Gen 3... You get about a 3% performance boost from Gen 4 in D2. (if my personal benchmarks are anything to go by)

 

Which exact medium-high settings? Have you checked to see if maybe there's something running in the background using up your CPU only when you're running D2? Can you take a picture showing your Perfomance>Tuning screen in Adrenaline, and upload here?

This is some data from task manager and the tuning screen in adrenaline. I'm at like medium settings in Destiny 2 running 70-90 fps on mars.

I have tried increasing settings from medium preset to high and it seems it doesn't get worse, it just stays around the same 70-90 fps. I also turned up the render resolution to 150% and nothing really changes. Its like the card doesn't want to display more frames. 

 

Just to note I have turned off all the graphics options in adrenalin except surface format optimization.

Do you have Enhanced Sync or Vsync turned on?

Nope, I turned them off. I'm running standard settings minus the free sync.

Did you use DDU when switching drivers? I highly recommend doing so if you didn't. (and reinstalling the most recent driver)

I just use DDU and reinstalled my drivers.
