Z490 Aorus Master won't post

CPU: i9-10850k

MOBO: GIGABYTE Z490 Aorus Master

GPU: 3080(WHEN I GET ONE)

RAM: 2x16 TridentZ Neo @3600mHz

CPU Cooler: NZXT Kraken X63

PSU: EVGA 850 GA

Case: Phanteks P400A Digital

Storage: XPG SX8200 Pro 1TB

 

My PC won't post. when i turn it on, all lights come on, and then the mobo begins to run through post codes. On startup, either the CPU indicator light or DRAM indicator light will be on. eventually it gets to error code 09 and the VGA light turns on, then the error code switches to 00, and the power cycles and it begins the post process again. I've already flashed the Bios, I reseated my CPU(no bent pins), i've switched the RAM around through all slots. I'm at my wits end here. is it as simple as the board requires a GPU to run?
