well i would not go with lga1151 its a semi dead platform a z490 and 10600k is better 

if it was useful give it a like :) btw if your into linux pay a visit here

I would not use Antec case fans. Antec makes fairly generic fans. If you want performance go with Noctua, Be-Quiet or Silverstone (Air Penetrator series). If you want RGB as well, check out Lian Li's Unifan.

Because it is a new build, I'd go with an 80+ Platinum or Titanium rated PSU but that's up to you.

Is the performance on the 10600k similar to the 9700k?

Im trying to keep the budget as low as possible with adequate performance.  Buying select noctua or Be-Quiet fans really takes a hit to my budget.  The *5 pack of Antec fans are cheap thats why I chose them.  Also, is the price increase for platinuim certified worth it?

I don't think the $100 price difference is worth it.  I'll look into the 10600k though.

If you plan on overclocking then yes, the added stability helps but for general out of box use, the benefits do not outweigh the higher price tag.
