XFX RX 580 8GB Low GPU Usage Issue

Hey guys,I recently built my ryzen PC but I am having problem in games.My CPU usage is normal but my GPU usage is unstable.It suddenly goes upto 100% and then drops down to 14%.Also I didn't overclock it,it's clock speed is at 300mhz at auto settings which I increased by manually setting it but still my GPU usage is unstable.I can't find the solution to this issue on internet.There were like 100 reasons why this issue happens.

My CPU is Ryzen 5 2600

This is the test I did,can you guys tell me what;s wrong:

This is the in-game test in farcry 4 as you can see the FPS are low and the GPU percentage is low .
