3070 should work with a 550W psu, 3080 with 650W, but might work with 600W psu as well, if you don't overclock (150W cpu, 350W gpu, 100W rest of system)

Ryzen R7 3700X (overclocked 4.2 ghz) 

Scythe fuma 2 

Gigabyte Aorus B550i Pro AX 

Crucial Ballistix Elite 3200mhz cl16 16gb 

Adata XPG SX8200 nvme 512gb m.2 

Lexar ns100 1tb ssd 

Red Dragon RX5700 8gb (bios flashed RX5700xt) 

Corsair SF600 SFX 600w 80+ platinum full modular 

Questions

1. Should I get a 4tb internal hdd or external hdd for my steam library? (which is a better option) 

2. I'm waiting for the release of the rtx 3070 before I decide 3070 or 3080, from what I heard the cards need a psu with a minimum of 800w is it true? (might need to upgrade the PSU if needed.) 

3. Are all 3080s a triple slot?
