Is a 650W PSU Enough for the new Ampere series GPUs?

With the launch of the new Ampere GPUs my friend wants to upgrade in november from a 1650S with a 450W PSU to a 3070 .The recommended Power supply wattage for a 3070 is 650W , he doesn't know how to choose a good PSU so he asked for help. I started searching for a cheap, but pretty good  PSU for him as his budget is not very big and he also wants to upgrade his CPU. I came across a Chieftec smart GPS-650C , looking at the PSU tier list it was at Tier B , I do like this PSU because: it is cheap, has 80+ Gold rating and also it is semi - modular. It is the best choice so far , my only worry is that it has a 2 year warranty and there is another PSU for the same price Which is a tier C gold name PSU and it has 3 year warranty which one would you choose, also feel free to suggest any other PSUs that would be a good choice for my friend,  100$ is the budget he has for a Power supply.

Without knowing the full build is impossible to recommend a wattage for the PSU. From what we know, Nvidia is recommending 650w based on a platform with an Intel Core i9 10980XE (with a power draw that can reach 350w). So let's say ~600w.

Now take into account some overclocking headroom for both CPU and GPU plus external peripherals, fans, rgb, storage drives etc and you can round that number to 650w to be on the safe side.

 

For comparison, a 3900x draws about 150w at full load, bringing the total power draw to about ~400w at stock settings.

The recommended wattage for the 3070 is indeed 650W.

Why are you trying to choose a PSU for a graphics card that doesn't exist yet? It's not released. We don't know neither its performance, nor how much power it needs and what PSUs are suitable for it.

It does actually make some since due to the PSU shortages for the good quality units.

 

And the prices are high now depending on the actual PSU and were you can find them...

 

That likely will not get any better soon.

 

There will be a rush on PSUs due to the 3000 series cards.... That will only make things worse...

Yes, that is why he needs a new PSU and we are running out of time to get one, but I ask once again what would be better: A Chieftec smart gps-650c or a Vinga vps650G ? they are the same price , both have 80+ gold rating but Vinga has a 3 year warranty instead of the 2 year one that Chieftec has. Chieftec is a Tier B PSU with black name and the Vinga is a tier C PSU with a gold name which means it is the best PSU in the tier. Which one would you recommend?
