videos stuttering

i noticed while watching netflix the video stops for a second or 2 but the audio keeps on going. i also tried watching a 4k60fps video on yt and noticed the same issue. here is what i am talking about in video

SPECS:

rtx 2080s stock speeds

ryzen 5 3600 4.2ghz

16gb ram ddr4 3000mhz

samsung 970 evo plus

tx650m psu

msi b450 tomahawk max

Are you sure it's not just your slow internet? Doesn't look like there's any buffer.

i just noticed. it is my internet it cant keep up with the 4k video but i watch 1080p vids and they never stutter like this but apparently netflix does

Internet can't keep up it looks like. You could always allow the videos to load for a few minutes. I understand that's kind of annoying though.

@onlybuilt4cubanxlinx @danomicar hey i actually noticed when using netflix when it stutters(not buffers cuz ik my internet is good for 1080p videos) my gpu usage goes 0% for a second and then it goes back to 8% again. is this a gpu problem or is this just normal
