Horizontal line when starting my PC?

Hello and good day everyone!

 

whenever i try to start my computer im having this wierd blue lines when im in the windows loading screen and when i come to my home screen i have this wierd flash of black??

any idea on whats causing this?

Failing video card, or corrupted drivers.

With drivers, uninstall and re-install the latest,

If the card is actually going bad, then replacement is only option
