Low GPU usage only in GTA 5 is driving me up the wall.

I have a 2070 super OC’d, and 3700x with a slight OC and 16gb 3600 cl16 memory. And while I play GTA 5 my GPU sits at 50-60% utilization most of the time and the highest it will ever go is in the mid 70% to very low 80%. My CPU sits in the mid 20% for utilization so it’s definitely not a bottleneck there. I’ve tried reinstalling GPU drivers, updating drivers, rolling back drivers, reinstalling the game, reverting back to an older version of Windows, optimizing NVIDIA control panel, changing Windows Power Plans and absolutely no progress. Temps are cool as well. I looked at online benchmarks of people with the same specs and their gpu usage is stable in the high 90s as it should be, and worst of all they get more fps, while using higher graphics settings than me.

What the actual fuck is going on? The game is almost unplayable at parts dropping to the low 40s FPS. I tried lowering my graphics settings but my GPU usage lowers in return, resulting In my FPS not changing at all. My game is installed on an SSD as well so it’s not Bogged down by that as well. I'm at my wit’s end right now.

Is your fps/performance bad or is the only thing that's "wrong" the low usage percentage?

 

Here's a couple things that could be the case.

The benchmark is from 7 months ago, there have been updates and new driver versions since then.

You're running an OC and they aren't.

Different components and software.

Game settings and resolution.

ETC.

There are a lot of reasons why you aren't getting the same results as the people in the video, there are a lot of variables that can cause the differences you are seeing. The main thing to remember is all computers are different and you won't see the same results as someone even with the exact same components as you.

my performance is much worse, because GTA 5 is under utilizing my hardware, i'm barley getting 60fps at 1080p. I've tried running the game with my OC's off as well and nothing changed. I'm pretty sure it's software but I have absolutely no clue what it could be. I compared to a benchmark at the same resolution as me as I need at least  some reference point to go off of, and this ain't the only benchmark i could find that didn't run into the same issues as me.

turn off the ''advanced settings'' in the graphics menu and lower shadows down to HIGH and test again :)

done that, lowering graphics settings, as I said, lowers GPU usage in return, my FPS stays the same instead of going up.

have you tested your CPU performance...with some CPU benchmarks for example to confirm the performance is fine?

I must admit your machine should be performing very well in such game...something is wrong here.

Depending on what you've already tried, your best bet my just be to reinstall Windows.

My cpu runs fine, My PC works great in other games like COD. This problem is exclusive to GTA 5

the sad part is, i've tried that as well. I reset my pc, however i picked the option that kept my files, not the option to uninstall everything.

I've had many problems exclusive to GTA, and whenever I ask about it, nobody has an answer, including Rockstar customer service and such. They always simply reply with, kill every single background task. Even major ones like discord or steam itself. I will admit, multiple times that has fixed the issue, but we shouldn't have to do that and it isn't fixing the issue that you are having. I am having the same issue but with an even stronger computer. I have a 5900X OC'd up to 5ghz on 6 of its 12 cores, 32gb of 3600mhz Corsair Vengeance Pro RGB RAM, and a Strix 3090 in my computer. I have tried undoing my overclocks, it didn't work for me either. I struggle to stay above 60fps in the city and barely hit 100 out in the desert. It is infuriating for me, especially since my computer happily chugged through Cyberpunk at 4K with raytracing and DLSS on quality, it managed to stay right at 60FPS while doing that, meanwhile this old game, that should be running fine cant get over 100FPS. I run GTA on my monitors which are 1080p 240hz, and I have the game set to 1080p. There is seemingly no reason for my framerate issues in GTA, yet they persist and nobody seems to be able to help.
