VRAM usage 50% when idle

I have an XFX RX 570 4GB. Radeon Software shows around 2GB VRAM usage even just after windows boots up. Task manager on the other hand, shows very less VRAM usage. Is this normal? I just got this card (used), so I'm also not sure which BIOS it's running on.
