Some graphics cards have built in limits they don't allow you to adjust. If it's ignoring your changes, this is likely the case. If so, there's nothing you can do about it. However, it would be helpful if we knew the exact make and model of your card, to give you specific guidance.

How do you get that?

Does this help? https://www.userbenchmark.com/UserRun/31605797

Not really, no. It looks like it's a Zotac, but no way to tell which model specifically. Is this a pre-built? If so, it might be listed on whatever documentation/invoice/parts list they gave you. If you built it yourself, you should just know. See if you can find the box or the manual.
