New Cpu or Better CPU Cooler?

Right now I have a R3 1200 AF paired with and ASRock RX 570 4GB. R3 1200 AF is rereleased with 12nm but it's still not enough for RX 570. On my ASRock B450M-HDV R4.0 mobo I managed 3.9Ghz with 1.4 voltage but when I do this it's heating a lot. Like 90 degrees(194F I guess). In the end I want to ask you should I buy a nice cpu cooler and oc my cpu or should wait and buy a more powerful cpu. I don't want to spend much money...I can't anyway.Does buying a good cpu cooler and oc my cpu can help.

ASRock RX570 Phantom Gaming D 4 GB 256Bit GDDR5

 

PS. I have a 1440*900 monitor that might be the reason for bottleneck. Because in the tests I watched in 1920*1080 the cpu was handling the RX 570...Almost:D

I'd get a Ryzen 3100 and an extra 8GB stick of memory, if at the moment you're on 1x8GB.

Don't do any overclocking on that motherboard, it's really not meant for it.

Would say upgrading to 2x8GB at 3000Mhz would be a big bump

Yeah, single-channel memory's definitely hurting performance big time here if that really is the case and OP's not running 2x4GB.

Might be worth waiting a couple months for new CPUs, if nothing else the currently available CPUs should see a price drop.
If you only have 1 stick of ram a second stick should yield a bit of a performance boost.

The only upgrade I can do right now is adding another stick of ram I am running with a single stick of ram. But if this isn't going help with the games, I dont wan't to. For example in Detroit Became Human I was seeing a lot of stutter in the game so I deleted it. Recently I downloaded to my ssd and stutters are less but still there are a lot. If you are saying it can help then i will buy another 8gb ram.
