budget is 900 dolalrs but i want to go below 800 with ryzen 5 3600 b450m steel legend and a gtx 1660 suoer

The B450M Pro4 should be, at worst, around the same price as the Steel Legend, while just being a plain better board. Don't get the B450 SL.
