Will my PC & CPU get bottlenecked by new GPUs?

I'm using an older CPU, the Xeon x5670 and I'm wondering whether it is worth it to buy an RTX 2060 and up, or just buy an older GTX card instad. I plan on gaming with this. (Budget is around 300-700 CAD)
I would not really like to change the CPU/buy another PC, since that is over my budget.
I use PCIe x16 2.0 slots in my motherboard.
I have a 800 WATT power supply.

your cpu won't get as many frames out of a high end gpu as say a 9900k but games should still be playable. Pcie2.0 shouldn't bottleneck current cards. 2060+ should be fine

Really? So RTX cards will really not embarrass my Xeon from 2010? Damn, that's cool. I was nervous that if I replace my Quadros from 2007 and replace it with an RTX card my frames will stay the same.

well, the single thread performance should be atrocious in today's standard

but most games should still run fine, when paired with a 2060, unless it's single core heavy games like CSGO

if your cpu usage is near 90-100%, you probably wont see much improvement

it depends on the games u play

Remember, just because I had good/bad experiences with these companies/product, doesn't mean you will have similar experiences too. frames should certainly increase, and a rtx card will put the cpu to shame... I forgot xeon naming scheme is derpy so probably wouldn't see much improvement from 2070+ over a 2060, sorry

in terms of pure numbers, pcie 2.0 is about a 2% bottleneck, most of the time it just gets ignored. The frames will increase if you upgrade ur gpu but obviously there will be a massive cpu bottleneck, though you've waited this long, in 2 more mores cards will be about 25% cheaper

When I play games like Portal and Minecraft, CPU usage spikes at 10-20%

it depends more on single core usage for those games
