Depends on the model. For example, the Sapphire Pulse and Powercolor Red Dragon 5600XTs come preflashed with the 14Gbps vBIOS.

If it's not then you'll need to manually flash it, though I'd first check either on Techpowerup or on the manufactuer's website whether the non-gimped vBIOS is actually available for download.

The only thing you should have to update on the GPU is the drivers, it's very simple, as for the firmware of the GPU you don't have to update or mess with that at all unless it is very out of date or an older model. If you buy it brand new and it's new stock you shouldn't have to mess with it.

It depends it should say the version of the BIOS somewhere and then just check their website if there is a newer version.
