Change in yt framerate in the last 24hr?

Sometime in the last 24 hours, 720p60 has stopped being an option for me, and you can only start getting 60fps starting at 1080p. I am currently watching all of my vids at 480p30 since I am travelling and on a slower network, but at home I always watched at 720p/720p60 bc I don't watch in theatre mode on my 900p netbook screen, and will miss the luxury of watching in smooth 60fps. 

I'm pretty sure this is in place to lower bandwidth due to COVID-19, but maybe this is just me?

I always have 5-15 yt tabs open simply bc I sit on my ass all day watching yt in quarantine, and have tabs open from yesterday where 720p60 was an option. 

Is this a slow rollout and is anybody else noticing it?

I still get the 60 fps option here on videos already encoded for it.

As in videos uploaded over 48 hours ago?

I guess that makes sense, but I actually use my sub box all the time so I guess I lose that luxury.
