I9100f won’t turbo boost

My i9100f wont turbo boost I have it enable it won’t go beyond 3.59ghz 

 

this is my pc 

CPU-i9100f

Mbd -asus prime B365m-A

Gpu-Xfx rx 580

Ssd Wd black sn760 250 gig

Ram-16 gig of 2400 MHz

is it an all core load? what are the temperatures?

Core 1 max usage at 36% and you call that full load? Try Cinebench test

Now it’s full core load it goes from 3.59 to 3.60

Did you update the BIOS? Could be a bug there.

In the bios there’s a sync all cores core ratio is that possibly the switch I’m suppose to click I’m runing on 4 ghz now if that was sorry about wasting everyone time

Intel's factory settings should.be per core with 42 41 41 40 rather than sync all cores 40
