Need opinions on buying PC parts that were in a house fire

That alone is a nope. This card will die without proper cleaning. You will need to take it apart and use flux and heat to clean everything.

Then clean it in a ultrasonic cleaner.  

 

Problem is that every time its powered any corrosion for example will increase by alot and will start to kill of components.

This is also the reason rice will never work on a phone for the long term
