An issue with my PC (Setting not opening + Display seeting having error)

I Reset my PC to factory settings and now I cannot open Settings of any type or open Personalize or Display settings. All the fixes I saw required to troubleshoot which is in setting which makes me unable to open it. There was no settings modified this was directly after the PC was reset.

Any ideas would be appreciated even if it doesn't work ill try anything at this point
