thats the point, to confuse consumers, but a general rule of thumb is, buy the cheapest model from a reputable brand, if u spend extra on marketing talking points, ur better off buying a faster card. no such thing as "premium features" on entry level and mid-range products.

The profits on such cards are a few dollars. So some companies try to sell more volume by making different models each with their own niche/quirks (no extra power connector, slimmer, dual fan , single fan ,with cheaper ram at slower frequency, with faster ram but more expensive, with better heatsinks which may allow a few mhz higher gpu frequency, cheaper heatsink etc etc)

Because some people like when their computer is silent and want to keep their cards working for longer time and others want to save few $.

do you mean AIB cards? or just different 1650 models?

different AIB cards, is brand competition, and they want to make the "better" card.

Different cooler designs.

Small, large or inbetween. Downdraft or blower style. RGB LEDs or not. Black, white, red, green and blue. etc.

For most people, who aren't purchasing small cases you should just pick the best full cooler design in your budget. Reference this list to get an idea of quality of the cooler(s).

Of course when buying a videocard, you are also buying into a particular company's support program in the case anything goes wrong with the videocard, so this can be considered  too.

It's not only because of competition. One brand wants to earn money by releasing their 1650 (for example) and others wants that too. It's not like "oh, MSI released 1650 so we can't do that, it's too late".

Why are there so many places where they sell pizzas when they taste similar and cost similar? :)

Why Audi produce new models of their cars if you can buy Mazda? :)

etc.

I would look at 5500XT and 5600XT prices and see how it competes against those also... 😉

The 1650 is one of the worst modern GPUs available, it should be avoided unless you have some special use case where it makes sense.

Don't know about your local prices, but in the regions I have seen in general the best options around that price are usually the RX570 close to $120(or local currency equivalent) and the 1650 Super for around $160. Also if the 1650 Super is a option for the same price the 5500XT 4GB makes no sense, unless it is the 8GB model for the same price as the 1650S.

1650 super isnt that great gpu overall. it loses little to rx 580 and you can find rx 580 8gb/rx 5500XT 8gb around the same price. More performance and more vram better than 1650 super

The 580 is usually the same price as the 1650S while performing basically the same but using twice as much power, the 5500XT 8GB is usually quite a bit more expensive than the 1650S which kinda makes it not that good, particularly when often you can find a 1660 for not much more. The extra memory is nice but not worth the trade-offs in my opinion.

Looking at the site OP posted, the 5500XT 8GB is about the same price as the 1660, so not really worth it, on that site the best options are probably this 1660 for slightly more than 200€: https://www.bestprice.gr/item/2155597418/gainward-geforce-gtx-1660-6gb-ghost.html?qid=3ot4wFmerFb_fc3d0&seq=6&q=gtx+1660&from=cat

or the 1650 Super for 165€:

https://www.bestprice.gr/item/2155897127/msi-geforce-gtx-1650-super-4gb-ventus-xs-oc.html?qid=3ot4BbUpGwV_0cbbf&seq=4&q=gtx+1650+super&from=cat

Also the 1660 Super for 220€ is a nice improvement over the 1660, but that might be going too much over the budget.

has 4gb more vram. power usage is not that bad since most pc's have decent 450w+ psu anyway
