why is task manager always preventing shutdowns?

very wierd on all my 3 pc, while task manager / file explorer is opened, it prevents shutting down windows, ie the force stop / shutdown screen

just open task manager to monitor cpu usage

 

of coz no files are copying/ in use too

Yeah i have the same thing happen on my build. But I just put my PC in sleep most of the time instead of power off
