XFX RX 580 not responding to changes to fan speed

Posted here a while ago but my gpu is very loud and it's hard to focus even with headphones on. I recently built this pc and it's my first every build so I'm not sure how to tackle this situation. I've tried MSI Afterburner but the fans do not change speeds in response to afterburner even when I put fan speeds to 0. I've also tried Silent mode built in to the XFX RX 580 gpu which doesn't show much of a difference. I'm confused as to why the gpu does not seem to get quieter when I want it to.
