Without knowing anything about your workload or budget. We can't make a list.

Are you actually planning on building this? I would advise against spending 7 grand on a desktop right before new hardware releases.

Spending way to much on a lot of parts.

I am far from an expert in this so please correct me if I’m wrong.

Considering this is a budget build, I think you'd be better off going with an RTX 8000 instead of the 2080Ti to save some money.

Tier lists for building a PC.

 

Motherboard tier list. Tier A for overclocking 5950x. Tier B for overclocking 5900x, Tier C for overclocking 5800X. Tier D for overclocking 5600X. Tier F for 4/6 core Cpus at stock. Tier E avoid.

(Also case airflow matter or if you are using Downcraft air cooler)

Gpu tier list. Rtx 3000 and RX 6000 not included since not so many reviews. Tier S for Water cooling. Tier A and B for overcloking. Tier C stock and Tier D avoid.

( You can overclock Tier C just fine, but it can get very loud, that is why it is not recommended for overclocking, same with tier D)

You could save a lot of money by switching the mouse out for a cheaper one, like a G305. Mouse is a lot overpriced IMHO......

I'm not actually trying to be as grumpy as it seems.

That's to  expensive. 

I would probably put a volta v100 in a budget build.

Given the B550 board with a 3950X, triple monitors when triple monitor gaming is dead outside sims, the 16 TB HDD, and $1200 CAD between the keyboard, mouse, and headphones, yeah this is definitely a troll list.
