Does not output 19V voltage
I want to fix it
I tested the cable it puts out 220v what the step predicted in the test

Not even worth it. Average laptop charger is like $40, a tech will tell you the same thing.

 

Don't mess around inside power supplies unless you know what you're doing. They can and will kill you.

As @mahyar said, unless you know what you're doing, don't. For example there are capacitors inside which can carry dangerous voltage for extended periods of time.

 

Unless you already own the tools needed to test and replace stuff, it's probably cheaper to buy a new one or get it fixed by someone else. In any case, here's a video that shows you what's involved: Switch Mode Power Supply Repair, SMPS

not killing but  really painful i have had shocks like this
