Are they the same speed? Did you put them in the recommended slots in the MB's manual?

they are the same speed it was a two pack of ddr4 3600 8 gig

Does your motherboard have 4 slots?  What motherboard is it?

Can you get into BIOS when both are in? Does it report 16GB?

i can get into bios it reports as 2 8 gig sticks

Can you tell us what the problem is when you try to use 2 sticks and boot to Windows?

it would get to the installing face and either an error would show up saying you need to restart or blue screen of death

hmm, any way you can make a note of the bluescreen and/or error? If we could know the STOP CODE from the bluescreen it would help a lot.
