Hi, i was wondering if the gpu in the picture below would still work or could be fixed ?

IIRC, those first pins are power and by the looks of it your PCB traces are really badly damaged that one might be a ornament at this point. I am sure that you might be able to rig some contraption to power that card and make it work but I wouldnt bother.

EDIT: can you carefully scrape that residue?

Not easily, it requires tracking some traces (which is even harder on thick multi-layer PCBs like graphics cards) and running thick cables across the board. I am sure someone can but I dont think it would be feasible for someone without ability to do that themselves. This is more like Louis Rossmann type of repair.
