I'd recommend not getting that Samsung NVMe drive, you don't need 500GB of storage for an OS if you have a 2TB HDD. I would recommend this one which you can use the extra money to upgrade the RX 580 to a GTX 1660 Super.

If you can find a 3300X in stock instead, you could get that and a 5600XT 14Gbps (like a Sapphire Pulse or Powercolor Red Dragon), which will be a bit better for gaming now (since the 5600XT 14Gbps is slightly faster than the 2060, but the 3300X won't be as good a long-term option as the 3600 because of its 4C/8T configuration).

Even in this configuration though it'd be a very solid build - the 3600 should be capable for years to come and the 1660S is fine for pretty much any title out right now, even at 1440p (granted at that resolution you'll be dropping some graphical settings).

The B450 Elite is quite a lot worse than the B550 Elite (you'll be limited to a 3700X in terms of CPU upgradability), RAM could be faster, storage is kind of meh, the graphics card choice is not great (the MSI Mech doesn't come with the 14Gbps memory VBIOS), case is bad for airflow and the PSU is okay.

No, B550 is made for Zen 2 (Ryzen 3000 CPUs) and Zen 3 APUs and CPUs in the future. It's good practice to update your BIOS in general, but it will run regardless with a 3600 or 3300X right out of the box.
