My 9900k is going down to 4.68 ghz

So after a blackout my 9900k used to be stable at 5ghz but now it’s at 4.68 and I tried reovercloking but it keeps going back down to 4.68ghz

I have a z390 MSI godlike 
3000 MHz ram

Blackout was caused by what?  Lightning strike near your home possibly?

 

What exactly did you do to re-overclock?

 

We need a bit more than "It won't OC, I have ram and mobo".

No idea and when I found out it was stuck at 4.68 ghz I cleared the CMOS and tried to get it to 5ghz

I blackout a lot when working on my pc, so I feel for you.  I've learned to turn a video camera on when I first start drinking, so when I drink myself to the point of a blackout, I have a clear record of all the changes I make to my pc, etc.  You might consider doing the same.  Hopefully, unlike me, you didn't urinate on your pc, because the VRM's hate that.
