Quick question for testing

SO im assembling my PC but i do not have a CPU. Should my PC be able to turn on (Not post, not boot, but simply turn on and have power deliver to the parts) without it. it isn't and I'm wondering if I should be worried. thank you!

i would suggest looking up psu test online and test it.
